I have a question. Do you have to have a radio capable of DStar in order to use the system?

You can connect to the Papa System digital repeaters with any D-Star capable radio or a PC with an internet connection and a DV Dongle - http://www.dvdongle.com/DV_Dongle/Home.html - you can also connect with a new device called the DV Access Point - http://m0xld.com/pb/wp_995aeb26/wp_995aeb26.html - which adds a 100mw radio to the dongle, creating a point of presence "hotspot" sort of "micro-repeater" allowing you to roam away from your PC and use an HT over a dongled connection. (The HT used with the DVAP must be D-Star capable)

You'll want to register your call on a single(!) gateway to gain access to all reflectors and repeaters and be able to use all the features of the system.
